In ordinary cases it is not permissible to grant any Officer full salary for the post he is actually filling, and half-salary for the post which he has temporarily vacated. In Mr. Panecfile's case, however, there are certain special grounds - notably the loss of practice in consequence of accepting the Acting Attorney-Generalship, which justify my applying to Your Lordship to sanction the available half-salary being drawn by him.
It is unfortunate that the amount in this instance is small. I think that Mr. Panecfile deserves all possible consideration for the course which he has taken in sacrificing his interests to the benefit of the Colony.
I enclose a letter which I have received from him on this subject.
